Overview
Maize is regulated by the Cereals and Other Produce Regulatory Authority (COPRA (opens the official site in a new tab)) under the Cereals and Other Produce Act, 2009 — since its inception, COPRA has issued 1,189 export permits covering roughly 3 million tonnes of maize. Kenya has historically been Tanzania's largest single maize export market, alongside Uganda, Burundi, Malawi, Rwanda, DRC and Zambia; government-to-government sales (via the National Food Reserve Agency) have also moved large volumes to Zambia and DRC.
Who Can Export
Maize export requires COPRA (opens the official site in a new tab) registration and an import/export permit, on top of general business registration and TIN registration. Maize export policy has a documented history of tightening and loosening on short notice tied to domestic harvest and price conditions — including permit-based restrictions introduced from 2023 and a further nationwide stock assessment from May 2025 (existing licences were valid only through end-April 2025, with new permits issued afterward based on the assessment). As of the most recent verified reporting (mid-2026), Tanzania was not under an outright maize export ban; a permit-based regime tied to COPRA registration and periodic food-security review remains the operative framework. Quality & Standards
Tanzania Standard TZS 438:2014 (identical to EAS 2:2013), "Maize grains — Specification," implemented December 2014, sets sampling and testing requirements for maize grain intended for human consumption — confirmed via an official COMESA-EAC-SADC regional trade-transparency platform.
