A licensed Clearing & Forwarding Agent (CFA) lodges the export declaration in TANCIS on the exporter's behalf, generating a TANSAD (Tanzania Single Administrative Document); TRA audits and approves the loading declaration and export manifest before cargo is struck off terminal inventory. Applies uniformly to exports from both Mainland Tanzania and Zanzibar — customs is a Union-level function.
