Exporting Cotton from Tanzania

Overview

Cotton is regulated by the Tanzania Cotton Board (TCB (opens the official site in a new tab)) under the Cotton Industry Act, Chapter 201 — a currently active statute, most recently amended March 2025. Cotton is not sold via a centralized auction: licensed buyers purchase seed cotton at Board-designated buying posts at a Board-announced indicative minimum price, and formal contract-farming/outgrower schemes are built directly into the law.

Who Can Export

A TCB (opens the official site in a new tab) seed-cotton buying licence, ginning licence, and separately a cotton lint/linters export licence or cotton lint export permit are required, on top of general business registration and TIN registration. Exporters must also be members of the Tanzania Cotton Association and show bank-endorsed financial capacity.

Quality & Standards

Cotton quality and grading is governed by TCB (opens the official site in a new tab)'s own regulatory system under the Cotton Industry Regulations 2011, not a TBS consumer-goods standard: Grade A / Grade B seed cotton at the buying-post stage, and Board-approved "international cotton classification" grading of lint by licensed ginners, using HVI (High Volume Instrument) testing for micronaire, strength, uniformity and staple length.

Phytosanitary & Food-Safety Requirements

A TPHPA (opens the official site in a new tab) phytosanitary certificate applies to raw cotton as a plant-product export, alongside a Ministry of Agriculture plant export permit.

Certificate of Origin & Rules of Origin

A TNCC Certificate of Origin is typically required for cotton exports, per the standard export-document sequence described by the Confederation of Tanzania Industries.

Step-by-Step Export Process

  1. Obtain TCB licences

    Register for a seed-cotton buying licence and/or ginning licence as applicable, and join the Tanzania Cotton Association.

  3. Gin and grade the cotton
