Overview
Sisal fibre and cordage export is regulated by the Tanzania Sisal Board under the Sisal Industry Act, 1997 and the Tanzania Sisal Board Regulations, 1999 — both confirmed currently active (the Board's own website carries content dated as recently as August 2026). The 1997 Act also allowed privatization of previously government-owned sisal factories.
Who Can Export
Separate Sisal Board licences apply to each stage: growing, buying (buying alone does not confer export rights), and export — including distinct sisal fibre exporter and cordage exporter licences. Licences run the calendar year, are non-transferable, and can be suspended or cancelled for non-compliance.
Quality & Standards
Raw sisal fibre is graded under the Sisal Board's own 11-grade classification system (Grade 1, Grade A, Grade 2, Grade 3L, Grade 3S, Grade UG(R), Grade UF, S.C.W.F., plus tow by-product grades) set out in the 1999 Regulations — not a TBS consumer-goods standard. Processed products (twine, rope, woven goods) instead follow international sisal-industry standards where they genuinely exist; twines and ropes are typically referenced against ISO 5080. A previously cited 'International Sisal Organisation Standard No. 150' for woven products could not be verified to exist and has been removed rather than repeated — no verified international standard specific to woven sisal products has been identified as of 2026-09-30.
Phytosanitary & Food-Safety Requirements
A Tanzania Trade Portal listing for the Tanga-port sisal export procedure references a phytosanitary certificate among required documents; this could not be independently confirmed by direct access to the portal page in current research, but is consistent with sisal's status as a plant-product export.
Certificate of Origin & Rules of Origin
An EAC or ordinary Certificate of Origin is referenced among the sisal export procedure's typical documents.
Customs & Clearance
Standard TANCIS clearance via a licensed Clearing and Forwarding Agent, after Sisal Board licensing and grading.
