Guide information

Zanzibar sourcing gap — this guide is marked “Applies to: Mainland Tanzania & Zanzibar”, but every authority cited below is Mainland-scoped and we have not independently confirmed a Zanzibar-specific process for this commodity. If you are exporting from Zanzibar, confirm requirements directly with the Zanzibar authorities before relying on this guide.

Overview

Rice is regulated, alongside maize and other cereals, by the Cereals and Other Produce Regulatory Authority (COPRA (opens the official site in a new tab)) under the Cereals and Other Produce Act, 2009. COPRA registers value-chain actors and issues import/export permits — since its inception it has issued 929 export permits covering roughly 564,592 tonnes of rice.

Who Can Export

Registration with COPRA (opens the official site in a new tab) (linked to TRA (opens the official site in a new tab)'s single-window system) and an import/export permit are required, on top of general business registration and TIN registration. COPRA periodically runs nationwide stock assessments (most recently from May 2025) that determine when and how many new export permits it issues, tied to food-security planning — confirm your permit's current validity directly with COPRA before shipment.

Quality & Standards

Tanzania Standards for milled rice (commonly cited as TZS 592) and brown rice (TZS 1676:2014) are referenced across secondary sources but could not be independently confirmed against a primary TBS document in current research.

Phytosanitary & Food-Safety Requirements

A TPHPA (opens the official site in a new tab) phytosanitary certificate applies to rice as a plant-product export.

Certificate of Origin & Rules of Origin

An ordinary or preferential TNCC Certificate of Origin may be required depending on the buyer and destination market.

Customs & Clearance

Standard TANCIS clearance via a licensed Clearing and Forwarding Agent, after COPRA (opens the official site in a new tab)'s registration and permit steps.
