Zanzibar sourcing gap — this guide is marked “Applies to: Mainland Tanzania & Zanzibar”, but every authority cited below is Mainland-scoped and we have not independently confirmed a Zanzibar-specific process for this commodity. If you are exporting from Zanzibar, confirm requirements directly with the Zanzibar authorities before relying on this guide.

Overview

Tanzanian cocoa production is concentrated in the Kyela and Rungwe districts of Mbeya region in the southern highlands. Unlike coffee, cashew, cotton or sisal, cocoa has no dedicated Tanzanian commodity board — export runs through the general TanTrade/TBS/TPHPA (opens the official site in a new tab) framework rather than a board-specific licensing and auction system.

Who Can Export

General business registration (BRELA), TIN registration (TRA (opens the official site in a new tab)) and a food-crop export permit apply, since no dedicated cocoa board or export licence exists.

Quality & Standards

A Tanzania Standard for cocoa beans (TZS 905:2006, "Cocoa beans — Specification") is listed among TBS's compulsory standards; TBS also maintains draft standards addressing Ochratoxin A contamination prevention and moisture-determination methods for cocoa products.

Phytosanitary & Food-Safety Requirements

A TPHPA (opens the official site in a new tab) phytosanitary certificate applies to cocoa as a plant-product export. No cocoa-specific pest/disease certification requirement (beyond the general phytosanitary certificate) is documented.

Certificate of Origin & Rules of Origin

Cocoa exports commonly move through the REX (Registered Exporter) self-certification origin system — a registered exporter declares preferential origin directly on the commercial invoice, avoiding a separate per-shipment certificate application, alongside TANSAD customs declaration and a Radioactivity Analysis Certificate.

Customs & Clearance

Standard TANCIS clearance via a licensed Clearing and Forwarding Agent.

Buyer Document Pack

Commercial Invoice, Packing List, TANSAD, Radioactivity Analysis Certificate, REX-system origin declaration (or TNCC (opens the official site in a new tab) Certificate of Origin where REX doesn't apply).

Step-by-Step Export Process

  1. Register as a food-crop exporter

General business registration, TIN registration, and a food crop export permit — cocoa has no dedicated board or export licence.

  2. Obtain a phytosanitary certificate

Apply to TPHPA (opens the official site in a new tab) for the phytosanitary certificate required for cocoa exports.

Handled via TPHPA (opens the official site in a new tab)
  3. Prepare origin documentation

If registered under the REX self-certification system, declare preferential origin on the commercial invoice; otherwise apply to TNCC (opens the official site in a new tab) for a Certificate of Origin.

Handled via TNCC (opens the official site in a new tab)
  4. Customs clearance and shipment

Appoint a licensed Clearing and Forwarding Agent to lodge the TANSAD/TANCIS declaration and complete port clearance and shipment.

Handled via TRA (opens the official site in a new tab)
